About the Role
GQS New Energy Strategies is hiring a Senior Associate, Market Design & Regulatory Strategy to lead workstreams on transmission reform, wholesale market structure, large load integration, and grid reliability. This is an ideal role for someone with 3–8 years of experience in electricity policy, regulation, or market analysis—especially with a strong grasp of ERCOT or FERC policy dynamics. You’ll support high-impact clients, contribute to cutting-edge regulatory strategies, and help turn complex technical and policy developments into clear, actionable guidance. This role offers substantial autonomy, a collaborative team environment, and the opportunity to shape the future of clean, reliable, and affordable power.

Core Areas of Responsibility 
🧠 Policy Research & Market Tracking
  • Monitor and summarize industry developments across RTO and non-RTO regions.  This includes potentially wholesale market design, transmission planning (e.g., Order 1920), interconnection reform (Order 2023), and NERC reliability standards while flagging emerging trends, opportunities and risks.
  • Help to benchmark current policies and market structures against client objectives or ideal end-state policy visions
  • Conduct cross-RTO comparative analysis across market structures (e.g., capacity markets, governance structures, queue processes, etc.)
📝 Strategic Writing & Communications
  • Draft issue briefs, engagement roadmaps, comment letters, and coalition strategies
  • Develop content for our client deliverables including newsletters and custom reports (including pulling meeting summaries, surfacing key risks, and formatting final drafts) —summarizing policy trends, client-relevant updates, and engagement opportunities
  • Develop presentations for internal and external briefings
🤝 Meeting Coverage & Stakeholder Engagement Support
  • Serve as a GQS observer in key stakeholder meetings (virtual or in-person) across RTO and non-RTO regions as needed
  • Track and summarize RTO and non-RTO stakeholder meetings, flagging actionable insights or follow-ups
  • Support coalition-building efforts by mapping stakeholders, identifying allies, and helping coordinate outreach
⚡ Rapid Response & Client Support
  • Support client needs with fast-turnaround research and analysis in response to evolving market conditions or regulatory developments
  • Help clients prepare for stakeholder meetings, regulatory filings, or public comment opportunities—through prep memos, backgrounders, and Q&A

🔍What we're looking for
  • 3-8 years of experience in energy policy, regulatory affairs, economics, law, or technical consulting
  • Strong working knowledge of U.S. electricity markets
  • Exceptional writing and communication skills - able to distill complex ideas into clear memos, comment letters, and presentations
  • Proven ability to manage tasks and timelines independently, with minimal oversight
  • Experience attending or engaging in RTO/ISO stakeholder processes 
  • Strong Proficiency in Microsoft PowerPoint, Word, and Excel
  • Bachelor's or Master's degree in public policy, energy systems, engineering, economics, environmental studies, or a related field.
